I don't think that Avaya has got something out off the box for this.
The only way I know is a combination of hospitality software, a PMS-link and front-office software (like fidelio). The front-office software is able to change room status and therefor block outgoing calls. (pre-paid or not)
This of course, is only meant for Hotels,etc.
Question:
Are you really gonna charge people or is it just for management purposes?
If you want to charge people you better just buy a pay-phone.
If it's just for management purposes you can use the system's CDR. If you hook up a tool like TMS 3.0 to this you can get your management reports.
Also TMS 3.0 can generate reports when costs raise a certain amount of money.
We once connected a GSM-box to a TN556 but never put in pre-paid cards.
Of course this is only meant for calls to GSM's
