Power users cannot see print shares on Windows 2000 Pro. Administrators can see the shares fine, but power users only see the computers, not the shares. All that has happened recently is windows updates were applied. Updates were not applied for the last 2-3 years. 80+ updates were applied at one time from a new WSUS server.
The message when clicking the installed printer as power user is "access denied, do not have permission ...". Everyone has print and manage permissions on the print shares on the host computers. Making the power user an administrator does not help. Creating a new administrator user works fine.
These are stand-alone computers just sharing printers.
