Power up problem, new MB 1

I put a new Motherboard in a computer with a P4 2Gig processor (from the old machine), and when I hit the power button, the computer comes on for a second, but won't stay on. It just starts the fan for a sec, then quits. Is this a common problem with a common solution?
 
Check your fan, fanspeed.

Most motherboard won't start up if your fan's RPM's are too low. This is a safety feature so that your CPU dosn't get damaged.

Try using a newer/other fan on the board

Basically your motherboard needs to sense the CPU fan spinning or else it turns off the machine, so there is a possibility you have connected the CPU fan to the wrong fan header connector on the motherboard, or you have a faulty fan which is not putting out a clean rpm signal.
Another possibility could be an overheating CPU, but for this to happen the heatsink would have to have been fitted incorrectly, not sitting on the CPU properly and with a thin layer of paste.
You could try unplugging everything apart from:
CPU/heatsink/fan, PSU, 1 stick of memory and video card.
Pull off front panel wires to elliminate things like a sticking reset switch (use a small flat blade scewdriver to momentarily bridge the power button header pins.
