Power outage problem 1

Had 2 times power went out on me while on pc, first the soundcard got fried and the second time I do not know what happened? Its an older P2 450Mhz 300WTS ATX, now I go to turn pc on and it will go and start up but if I shut it down or re-start it it will not go, I can hear and feel action in harddrive for a couple seconds and then dead, nothing. Wait a few days and start it up and it goes until I re-start or turn pc off. Thought it was dead or dying PSU got a new one and it was not that, so now I am wondering if it is the mainboard or the processor that is dying? Some1 got a way for me to check which it is? thanks for any info on this!!
 
It's not clear to me if you can start your operating system at all or not. If you cannot, do you hear any beeps on startup? Can you get into safe mode? Can you load your operating system on either of your hard drives? Do you have a power bar with surge protection - it is a good idea for future reference. Electrical surges can screw up your motherboard and motherboards can slowly die, they do not necessarily just quit.
 
Ok, yeah my operating system will start up and I can go around it, but after I turn off it will not start up just black screen, so, from your words here it sounds to me like motherboard is slowly going.... It is an older one too, Have not tried safe mode yet, kinda was doing some work for some people and myself so have not looked at it lately or tried it either. But, thanks for the info!!
