Power management, BIOS - OS or both

Hi, I have a question about power management as you may have guessed. I'm currently running dual boot win 98SE and 2000 just for backgroung info. My real question is what the connection is between the BIOS and OS. I have have the feature disabled in the BIOS and used the home/desktop configured to my liking in Windows and it works fine. I hear of many people having trouble with system shutdown, power up and standby. Could this be why? A sort of conflict if interest between the two. Books on Windows tell me about settings for them and the BIOS books do the same but neither seam to mention the connection. If it ain't broke don't fix it hold true so I'm keeping it disabled, I'm just curious.
 
Definitely do NOT mix BIOS power management with Windows.
The only thing Windows needs set in BIOS to handle power correctly is ACPI, unless you're using any of the "wake on" events. Cheers,
