Port in use error

Windows 98 . When trying to connect using dial-up, we get a port in use error. Can anybody suggest possible fixes please?
 
Need more of an explanation...

Were you previously connected then dropped? Does this problem go away after rebooting? Can you ever get connected via dial-up?


 
It used to connect OK - don't know what coincided with the problem beginning. Rebooting doesn't clear it. Can never connect now.
 
Go to Control Panel->System->Device Manager, and record all entries under Modems and Network Adapters. Post back with the list AND whether they have any flags (! or X) on their icons.
