pop3 question for you GURUs

We have Exchange Server 5.5 on a Win2K Member Server SP3, and some people collect mail over a VPN link (IPsec). They are complaining that the mail collection is slow, and that it takes a long time for them to open mail etc....

Would pop3 be a good idea?. If so who should I set this up?
POP3mail is enabled in the Protocols list of each of the users connecting to our Server and on the Server its self.

Any information would be good.
