POP3 email, do I have to use outgoing SMTP authentication

In Exchange 2003, is there a way to make POP3 email not to use Outgoing server ( SMTP ) authentication? I mean, when I configure Outlook using POP3 email, I have to choose an email account and then go to More Settings----Outgoing server----select the check box My outgoing server (SMTP ) requires authentication. I will not be able to send email if I don't choose outgoing server authentication. In Outlook, the default setting does not include outgoing server anthentication when using POP3 email.
 
Are you looking to create an open relay so you get on every black list available?

No. I just want to see if there is a way to disable outgoing SMTP authentication on a test machine since default Outlook configuration does not include outgoing authentication using POP 3. Will this, disabling outgoing authentication, make the machine an open relay?
 
If there is no authentication then I believe anybody would be able to use the SMTP server.
