Here's what I do on the 4000. Should be the same for all Unify/Siemens
When the IP phone first starts up (like right away) choose Setup - password 456
Assuming you are not setting the phone's physical IP static, Enable DHCP
For the IP Gateway, based on the address you expect to get for DHCP
Let's say the DHCP address will be 10.100.10.123
Then set the IP Gateway to 10.100.10.254
Set your GMT offset for the time (using up/down arrows)
I leave my DNS set at 0.0.0.0
Save That. The phone should reboot. Let it start all the way up.
Back into setup - password 456
Advanced Settings
Verify under Admin - Network that DHCP is Enabled, then back up a level
Under Line Config menu
Calls per line = 1
Under Line menu
Enter appropriate Display name (optional)
Address = I enter 4-digit extension
Label = I enter 4-digit extension
Line Type = Private
Under Line Keys menu
Calls per line = 1
Save/Back out.
Under the Server1 menu
Enter IP of BOARD that the phone extension is provisioned on (STMI4 in my case)
Port = 5060
Register = Yes
Transport = UDP Only
RFC2543 Hold = No (may be somewhere else)
Do not enter anything for Auth menu - leave blank.
Save/Back out as needed.
Under the Server menu
Outbound Proxy = IP of BOARD phone extension is provisioned on
Port = 5060
Transport = UDP Only
Save everything as needed.
Phone should reboot - if it does not, cycle power to make it boot.
Phone should then be able to be called and should be able to dial out according to privileges of Extension in PBX.
Note that when dialing with SIP I have found you muste enter all of the digits of the call BEFORE you press the Send/Dial/"Big handset icon" buttons. If you try to go off hook and then dial you will get an error tome from the PBX.
Hope this helps - this is how I set up 14 of them, and they all work the way I want them to. There may be other settings you want to configure, but I have found this is the bare minimum to get the phone to work correctly. If you can receive calls but can not call out the problem is likely in the Server menu settings.

Sorry about the duplication - I also copied the text into a code box in case the site eats the line spacing I used.
Hope that helps.
