plug and play usb ports do not detect new devices

Hi,
I'm using an inspiron 5100 with xp pro. The two usb ports I have do not allow for hardware to be changed and detected without re-booting all the time.
I've tried unistalling the usb root hubs and redect them etc but it still not working.

does anyone have any ideas.

The service is set to automatic also.
