Please help with DLL error message 1

I had some recent problems and had to restore my registry. My computer starts up fine now and everything seems to be OK except that when I call up my ISP I get the following message: "Cannot load the Internet Configuration library (ICFG95.dll). The following error occurred: A dynamic link library initialization routine failed". Once I hit OK my ISP starts up and I can get to the internet with no problems. Any idea what this message means and what I should do about it?
 
Not sure which OS you are running, but I would suggest doing a search for the icfg95.dll file on your system..if you can't find it you can try dloading it here
once you find it you (most likely in the windows or windows\system32 folder) you will probably need to re-register it.. try typing this from the cmd line:

regsvr32 c:\windows\system32\icfg95.dll (you may have to copy it to this location and register it if it doesn't exist)

The file belongs in the C:\WINDOWS\SYSTEM (not System32) folder
Extract a new copy from your 98 CDROM

Start > Run
SFC (System File Checker)
use the "Extract one file from installation disk"
Enter the file name - ICFG95.DLL

Click START

"Restore from" - navigate to the .cab files whether on CDROM - on CDROM in the <driveletter>:\WIN98 folder - or on the HDD usually C:\WINDOWS\Options\cabs folder)

"Save file in" - navigate to the folder where the file belongs.
ICFG95.DLL belongs in C:\WINDOWS\SYSTEM

Start > Run
REGSVR32 /i ICFG95.DLL

Appreciate the quick replies. After much effort I finally got my system to work. After trying many different things (to no avail) I got a "corrupt file" message for file setupx.dll (I think it was from File Checker). So, I extracted that file and since then everything has been running fine. I don't know what the difference is between setupx.dll and icfg95.dll so I don't know if my problem is fixed or if I should also extract icfg95.dll. Any suggestions? Should I leave well enough alone or am I headed for trouble down the line if I don't replace icfg95.dll?

if it ain't broke......

but it wouldn't hurt either in almost all cases....
you be the judge

if your ever concerned in the future - just rename the original to (ex icfg95.dll --> icfg95.dll.old) - (right click, choose "rename")

- make sure you know which directory the file Belongs in
- then extract a new fresh copy
- compare file sizes, versions and dates (right click, choose properties) to the .old for diff in help determining problem.

If newly extracted file doesn't work - delete it and rename the .old bt removing that .old file extension.

Windows won't let you rename important System files (ex Explorer.exe, Shell32.dll, etc) and even some other files that are being used...so a Boot into Safe Mode - or even DOS sometimes is necessary to use this technique.
BUT
System File Checker presents you with the opportunity to BACKUP the existing file before replacing it. So that's the best and easiest way to go (there are a "few select" files that SFC will extract the wrong version of - just because there are duplicate "mini" ver Win uses during setup, and are located "first" when SFC searches - very rare yet can be costly. -- ICFG95.DLL is NOT one of these)
