PLDS - How to move licenses between 2 companies?

Hi,
We have a customer who has split up a part of the company into a new company.
Now I need to move 400 licenses from 1 company to the new company.
However in PLDS you can only move in the same company.
I created a ticket at ITSS, they send me to the OEFC helpdesk, where they don't seem to know what it's about.

Anyone did this before?
Where do you link 2 companies?

You will have to call Avaya to update their PLDS database
