pix 506 websense hotmail

I am trying out websense on my PIX 506. I am having problems with going to hotmail.com when websense is on
I tried this:
Filter except 0 0 64.4.32.7(this is the IP of hotmail)255.255.255.255
But is not working
Do I have to add allow at the end of the statement
Filter except 0 0 64.4.32.7(this is the IP of hotmail)255.255.255.255 allow???
