ping to a certain server AND port

Hello,

I suspect that my ISP is now blocking port 135. Is there
a command in XP that I can type to prove this?

Lets try low tech here.

1. Call your ISP and ask them.

2. Remove any firewall on your machine, and head to Steve Gibson's site and do a Shields Up test:
