Ping for time server blocked

I have a DC designated as our AD time server. It is not able to contact any time server domains (ping for outside addresses time out and stop at the near side of the router), but other servers can ping outside addresses. In addition, I have installed an atomic clock sync program on a proxy server. Could this have influence on the router behavior? When I look at the router, I do not see where there is a settinig that would affect this. Could use some help on this. Thanks.
