Picture layer + Transparent Front Layer

how to do it in ASP? i hope to display a picture and at the same time add a transparent picture layer in front ... please take a look at this link >>>

ASP is only for server-side processing, you would need to use DHTML and CSS to achieve the layering your talking about.
