phones staying in local mode

We have over 1100 ip phones at a customer working on srg's off a cs1000 5.5. There 15 sites that have srg's and a couple that are strictly bcm's. When the network drops or has any kind of trouble there are always 5 to 20 sets at different locations that do not recover from from local mode. The majority do recover. The firmware is the same. There are no vlans set up in their switch. Everything is patched current.
They currently have a 100 mbps mpls network.
Any suggestions would be greatly appreciated.
 
When you redirect them at Business Element Manager or reboot those sets, do they come back to normal mode?
 
Yes they do. With over 1100 phones and the fact we are not on site, we can't change them as fast as the customer would want. Different ones redirect from time to time.
 
I am thinking there could be 3 reasons:

1. The main office is too busy;
2. The SRG's are too busy;
3. The MPLS is too busy.

So if the network is out at main office, you have "local-mode" phones on different sites.

What if the network problem is at a SRG site? Any local mode phone? Just try to rule out some possibilities.
