Phone Manager Settings not saved

This is usually a users rights issue right? when they shutdown or log off the pc and speed dials arent saved and group membership options (agent mode) are remembered...what specific rights need to be enabled apart from logging on as an Admin or what else wouold cause this if not user rights

The configuration, including speed dials, is saved in a file stored in a directory under "My Documents\Avaya\IP400". Check out why your users cannot update that file.
