i have use the phone dialer on windows 2000 and xp. in windows 2000 and windows xp, the phone dialer can make video conferencing and make pc to pc and pc to phone dial. There must be a directory server to link each user together. what am i wondering is windows 98 has the similar function, and is also base on diectory server? the server is the site server ILS.

That is not dialer you are describing but Netmeeting.
The dialer program will just dial numbers on your pgone line.
In Netmeeting, there is something similar, but it is either over internet, or with payed subscribtion.
In 98, look for Netmeeting or install it. Netmeeting is called 'conf.exe'.

Phone Dialer allows you to make voice calls, video calls, and conference video calls from your personal computer.
To make a voice call, all you need is the recipient's phone number, IP address, or DNS (Domain Name System) name. Phone Dialer lets you make calls with a telephone connected to your computer, through a modem, over a network, through a telephone switch connected to your local area network (LAN), or an Internet address.
In order to communicate using Phone Dialer, you will need a sound card and microphone. A camera for video calls is optional.
You can still participate in a video conference without a camera. In this case, you can view the participants that have cameras, but you will only be heard. If you have speakers but do not have a microphone, you can view and hear a conference, but you cannot participate.
With Phone Dialer, you can also test the setup of your computer-telephony hardware, such as a voice modem or a phone switch connected to your LAN, by dialing the number and seeing if the number lets you connect.
To receive calls, you must have Phone Dialer running. When you make or receive a call, a dialog box appears in the upper-left corner of your screen. If the person you are talking to has a video camera installed, the dialog box shows a video image of the person.
The active call window also contains a button that lets you access a keypad to manually dial numbers.
Ok, that one, I know, but that is NOT the dialer from 98, and if you want the same, up to a point, it is still Netmeeting you will need to use like I said before.
It is also possible to connect to this dialer with the 'old' Netmeeting versions, even the one in 2000, XP or 98.

Anyone has experience making a call via phone dialer using modem dial up where only one side can listen? is either the user on phone dialer or telehone user. i know is something related to half dulex or full duplex modem. i already try both but still get the same problem. anyone got idea? also...no one else answer me regarding phone dialer in win98.
SYAR, yes, the old ones are one-to one, but then again it is still conferencing, although limited.
Afferius, what exatly is it that you want to do anyway, this is getting confusing.
You want to just have the PC 'dial' a telephonenumber and then talk through a normal horn or ..??
If it is talking throught the PC, or modem you want, you will need a full duplex modem anyway, and a voice-enabled one. You will need to connect a mike and speakers to that modem then.
The dialer in 98 is no more than a number dialer, it will dial the number but there is no speach or video control in it. It is in Start - Programs - Accessoires -Communications, IF installed.
i'm mixing 2 scenario already. sorry for making confuse. when syar explaining the phone dialer making call via modem, i recall the scenario mentioned above. by the way, the conclusion of my question regarding phone dialer in win98 is it dont support video conferencing is it? what u mean no speach or video control? i'm confuse whether u mean no webcam for playing video is supported or u mean no video setting can be made.
For the modem, I did not say voice control, but voice ENABLED. That is not the same. All it is, is a modem which has inputs for a mike and speakers.
Now, we can see your native language is not English, so that helps the .. confusion.
