Wow! After all that Im sure you have done all the obvious.{New Toner}
Tried the RegiCon? It can help color problems.
Check the Developer Drive, and Cartridge Drive assys.
Swap the toner next to the blue and test print.
Service Diags to test the drives. Back and Info buttons when powering on. Hold until Service Diags Initializes.
Sounds like the cyan drive just is'nt working.

You need to check the developer assembly, more than likely you have had a developer carrier bead run out, If you run a color out of toner (ie if a lot of the same color is applied to the paper and the dispense assembly can not keep up)the developer beads start being transfered to the paper until the toner has nothing to run on. You can just replace the developer, remove the assembly vacuum it out and install new beads.
