PGP matching To: email addr and PGPkeys identifiers

A friend who has PGP sent me their Public key. I copied it from their email note and pasted into PGPKeys.

The key identifier came in as:

When I try to send an encoded email to this person and put harrimanmd@alumni.caltech.edu in the
To: textbox of MS Outlook Express,
apparently PGP isn't finding the public key in my Keyring files because it looks for a perfect match between the To text and the key identifier.

It searches a couple of PGP keyring servers and not finding anything there, then shows me a screen that would let me drag and drop the correct key to use. This isn't acceptable for every email I need to send.

There doesn't appear to be any way to edit the Key identifier so that I could change it to be just be the email address.

What can I do about this?

Thanks to anyone who can fill in what I'm missing here or suggest a solution.
