Wanting to have access to a personal address book, however, when I go into Services, I apparently already have one set up, unfortunately it does not appear on my address book list. What I have also noticed is that when I go into Services, Addressing - it states that there are no options available for me to keep personal addresses in.

Have some permissions been removed and if so, how do i overcome them?

What version of Outlook are you running?

Try deleting the current "Personal Address Book" and recreating a new one.

What error is it giving you when you try to delete it??

Another option is to create a new contact list under contacts and add it to your address book.

Highlight the "contacts" folder, right click and click on the "Create new folder" option. Call it whatever you want. Then right click on the new folder and go to "Properties". Under the "Outlook Address Book" tab, click the option to "Show this folder as an e-mail address book", then you will have access to this list in your address book.

Hope this helps...
