i was wondering if i create user groups then can i give that group access to certain folders on my network or not like i only want the group to have access to a certain folder or do i have to go to every user and give them access

 
yes you can. create the group and give it permissions, then just add the users to your group.
 
You mut create an "organisational unit" in active directory. Then just add your users to that, open the properties for the OU and you should be able to add a group policy to that OU, all user inside the OU will then be affected by the policy. if you need a more extensice guide let me know.
 
You do not need to create an OU!!!

Follow munkee35's advice, his is the correct solution to your question.

The OP doesn't need to apply policies, but permissions, which is done via group membership.
