using outlook, as administrator, when i go to properties the permissions tab is missing from some of my folders. HELP.

The first question I need to ask is who created the public folders.

The administrator is not auto added - you may need to login as the person who create the folders and add the administrator to the permissions.

the user is zina, but i changed my outlook to her user name and still no tab for permissions?

If you are the Exchange Admin, you can set permissions on the Exchange server via ESM.

I went into esm and set the permissions on the public folder and I still cannot even see the folders let enough change the permissions.
the problem I am having is the person who create them is gone and my boss in is ultimate reasoning deleted the user and thier mailbox.
So now I can't change a thing in those public folders.

any suggestions.

You may have to add the Exchange permissions to the account you are using to log onto the Exchange server. At my company, all admin have a special and separte account used to log onto or Terminal Server into servers. Mainly for auditing reasons.
Go to the top level in ESM and right-click and select Delegate Control... If possible, also check the top level of PF to see the current permission setting. If you cannot set the permissions or Delegate control, a user account that is a member of the Ent. Admin may have to do this.

Didn't work any other suggestions?

You need to give (enough) permissions to the user you want to access those properties, and don't forget the main folders if any.
