Per port bandwidth Cisco 4506

Is it possible to limit bandwidth on a port by port basis on a 4506. We will have all gig ports, but we don't want to give everyone full bandwidth. We have enough older 10mb machines that doing per port speed would be a hassle.
 
So using TX-Queue 1 and shape percent 10 would be a per port percentage, or a percentage of the entire transmit queue? Can the uplink ports be left a native speed? The goal would be to allow a few high bandwidth clients to get full gig speed, and limit the rest.
