New build with MSI board, P4 processor, and xp PRO. System reboots when I try to shut down in Windows. It also reboots when I hit the Power button. The wiring is not backwards because reset still resets. It did work fine for a while and nothing was done to it (as far as I know right now). Norton was run and no virus found. Any known issues?

More than likely XP is detecting an error during the shutdown process, and by default, XP reboots after detecting a failure. Look in Event Viewer, System Log for errors. The reboot after error is enabled/disabled thru: Right-click on My Computer, Properties, Advanced Tab, Settings button in Startup and Recovery section, Automatically Restart selection in the System Failure section.

There was a mouse error in the event log. I removed the logitech software which was not loaded completely causing an error that xp was catching and rebooting the system. Now the system shuts down fine.
Thank you for that info Freestone.
