PC Powers up upon Plug in

Okay just a quick question, preety much all new PC's i rollout these days all power up automatically once plugged in. Why does this occur?, anyway to disable it?

It's a power option that can be modified in the bios. the majority of machines that I've worked with have settings either start or remain off, but I've seen some that will revert to the state before powerloss. Just look through your BIOS and check the power options
