PC not restarting

Can someone please provide help with my desktop pc. In order for me to restart my PC I need to turn off the power supply switch then turn it on again then press the power button.
This is the only way the PC will start, when I use the Windows method (turn off, restart) nothing happens.
What would be the cause of this problem?

PROCESSOR AMD ATHLON XP 1900
VIDEO CARD ATI RADEON 9200 128MB

we need more info. When you restart the machine from XP does it hang up?

And did this just start happening? Have you added/removed any hardware/software recently?
