PBX is rejecting a call with a user busy signal 1

I have a phone number that is being rejected by the PBX with a busy signal. The DID rings internally. The line carrier says the phone number is hitting the PRI, but being rejected by the PBX. Anybody have any idea what could cause this?

Is it a norstar system?

if so do you have a target line built for the DID?
