Password recovery not working on 2610 Router. Help Please

I finally got my hands on a console cable and to no surprise there is a password on it. I was givin some equip to practice for my CCNA exam and they had passwords on them. I tried running the confreg 0x2142 command at the rommon 1> prompt and then typed reset at the rommon 2> and this is the message I get. Does anyone know a way around this?

I thought I saw this on my router when I replaced the flash, I found out that there was no IOS on the router, I took it out when I replaced the flash.


I have been known to be wrong.
 
I had the same scenario as Woodraith. I had to put an IOS into flash via the console cable.
