Password Protect Excel File on Open

I'm trying to figure out how to password protect an Excel 2000 file upon opening it, so that a user must enter a password before even being able to view the document. I've done this before, but I can't find the location to set this up anymore. I thought it was under Tools, Options, and within one of the tabs (General?), but there isn't anything there for password protection upon opening. The Excel help function gives directions on how to do it but it just says to go to Tools, General Options, and check the box for password protect on open and enter the password twice. It isn't there!

I have no problem finding the option on a machine with Excel 2002, but I can't find it on Excel 2000. I'm either having a brain fart or it just plain isn't there in Excel 2000.

File > Save As > Options ... set password to open (that's in Office 97)....may be File > Save As > Tools, etc. in later verison(s)
 
Ahhhh! Now it makes sense, thanks! When I first read the MS instructions, I misinterpreted the File Save As part. I thought it meant to save the document first before continuing. I didn't realize there was a Tools drop-down box there, and low and behold there it is!

Has anyone seen an instance where this option is not available? How is that option installed?
