Password Problems on Outlook Express 6 1

For some reason I can't get Outlook Express to save my email passwords. I have 3 accounts. One ISP account and 2 web mail accounts. I have gone into account setup many times and added my passwords. And yes, the save password box is checked for each account. I save my changes. Shut down Outlook. Restart and no passwords are present. Any suggestions would be appreciated?
