PAP2T and IP403 no incoming calls

I have an IP403 and currently have 3rd party endpoint licenses installed, i have two yealing ATAs connected and working fine.

I recently had to get a Linksys PAP2T ATA as yealing have stopped making the ATA's we were using. I can get the PAP2T registered and can make outgoing calls, i cannot get calls to go to the PAP2T all i hear is an engaged tone. I have tried many things the ATA is directly connected to the IP Office for testing so no routers in the way.

on the IP Office system status it shows testsip current user as testsip and not no user

The call still looks like it is coming from the no user profile.
