Palm won't synch with Win2K usb

I set up a new machine with Win2K. Downloaded and installed the latest Palm desktop (4.01?) and the usb driver for Win2K. In the device manager I have a Palm entry and it says it is working correctly. When I attempt a synch nothing happens -- it times out, no log entry. It works perfectly on the serial port. The usb connection worked on the Win98 machine.

I tried all the suggestions that I got from both Palm and Dell with the exception of "adding a comm port" which I don't know how to do and I can't get any help from them to tell me what they mean and how to do it. On this machine there is only one comm port indicated.

 
I've had hotsync issues with a brand new Sony Clie... and one of the most simplest things that seem to do the trick every time (either for a brand new device.. or if I forgot to charge the device and the memory gets erased)

do a soft reset
