Paging Issues- Low voice on IP-Phone

Hello All
i have setup a paging analog station port that is connected to the Paging Amp. Analog port--> Matching transformer ---> AMP input.
This is the same setup they had on the old Nortel.(Digital and analog phones)

On my IPO i have IP-Phones and Analog phones. Paging with an analog phone the level is OK, paging with an IP phone 16xx level is 50% lower. I try for fun a Digital 1408 set and Level is almost the same as analog. My conclusion is that I am loosing on the IP to TDM conversion. Does it make sense?
Anyone have encountered this problem? How did you solve it?

I am think of setting up 2 paging ports, one for Analog and one for IP Phone.
Paging access 82 on input #1 and get a second Paging Access 83 on input #2 on the Amplifier, that way i will have the Input vol to compensate for the lost.

I am open to any suggestions.
