Page Wont Display Until Tool Bar Clicked

Hi,

Having a weird problem here and just wondered if anyone else has ever come across this. Im running Windows 2000 SP3, with IE6 SP1.

Basically when you type the addy of a website, the status bar starts to load the site, then stops, the IE symbol in the top right hand corner is still spinning but nothing is happening. If you click on any of the menu options from the tool bar, i.e File, Edit etc. The page finishes displaying. This is consistent across all website and even happens in Windows Explorer, i.e the contents of the folder or drive won't be displayed until one of the tool bar options has been clicked.

Any suggestions, repairing/reinstalling IE hasn't made a difference.

Guesses. Do all of these steps:

First, empty the TIFs and cookies. In IE, Tools, Internet Options, Temporary Internet Files, Delete Files. Then Delete Cookies. Make sure that the size of the cache is no more than 50-60 megabytes under Settings.

Second, re-Register some key .dll's:

regsvr32 Shdocvw.dll
regsvr32 Shell32.dll
regsvr32 Oleaut32.dll
regsvr32 Actxprxy.dll
regsvr32 Mshtml.dll
regsvr32 Urlmon.dll

Ignore any error messages.

Third, Internet Options again, Advanced Tab, uncheck to 'Enable Third-Party browser extensions.'

 
I am having this same problem. I tried all of those steps but am still getting that problem. Any other suggestions?
