packet filtering/creation in WinXP

I've been looking around at these internet security programs that allow you to filter packets and create packets to test network integrity...I've noticed the ones that work for windows 2000 and windows XP are priced very significantly...I'd like to learn how to do this, it will also help in creation of any network apps in the future. If one of you could, please give me an example of the code I would need to moniter sent/recieved packets, and also the code needed to send packets (specificly TCP protocol). Also, if at all possible, the procedure for encrypting packets to avoid tampering.
