OwnerDrawn Menu Problem

good day everyone, pls help me with my problem,

i have created a menu with an icon on it using API functions, when the error occurs, the visual basic will close, and when i reopen the visual basic and then fixed the error, and then run it again, when you click on the menu, it will not popup until you mousemove into the menu, and it is not 3D, its flat, and the other menu outside visual basic is affected, it behaves like my menu, what happened? pls explain the cause of this, thank you very much
