OWA does not load page

I have an Exchange 2003 server loaded on Windows 2003 server. From both internally and externally when I try to access OWA I am able to log on but then the page does not load completely. I can see the Inbox, Calendar, New, etc but the layout is garbled and I have boxes with x's in them next to the Inbox, Calendar etc.

Does anyone have any suggestions?

I wound what my problem was. I hope this will help you too. I forgot I disabled the IUSR user.

Have you checked there? I had the same problem and posted my solution there when I got it working. Also, some others had some things to try.
