OWA 2000 and language

How can I force OWA 2000 to use one language? All our users are norwegian, and it does not make sence that the OWA shows up in i.e Czech language when one of our employees visit an internet-cafe in Prague.

In Exchange 5.5 it is quite easy, just to delete the files for all other language. But are there any similar way in Exchange 2000?
