I have seen programs that run out of windows that will change the FSB by simply clicking a few butttons. I forget the name of it but you should try doing a general web search for something like that.
Personally though, I would experiment by changing the FSB in the BIOS until you see how well your processor and system take the overclocking. A lot of people will say that heat is the biggest problem when overclocking, but I'm not entirely sure that's true. I have an Athlon 800, when trying to o/c it to only 900 it leads to lot's of BSOD's and other application errors. However, the temperature only raises by a few degrees. Again, you'll just have to experiment to see how well it will take it. You should nonetheless find a way to monitor your processor temperature while experimenting so that you don't burn it up.
The reason I wouldn't start out with a program is because the program may load on start up and continue to set the FSB to a speed that causes say Windows to crash and you may have a hard time getting rid of it. In either case you should be able to change the FSB through your bios(i don't think it would require jumpers) so you wouldn't have to "open it up."
