Hi. I'm using Apache 2.0.50 on Windows XP Home SP 2, and no one can connect to my server but myself. I can connect with as well as and but no one else can seem to connect. It's not the Windows Firewall, because I've had people try to connect with it on, and with it off. I also don't have 23081 blocked.

Anyone know what could be wrong? Thanks.

By default apache binds to port 80. You can change this with the "Listen" directive i.e. Listen 23081.

I've already done this.

Do you have a broadband router that needs to have port forwading set up?

I don't have a router.

I've also had someone test pinging me, and they timed out every time.

I found out that I had a Firewall on. The PC Cillin 2002 firewall was set to High without my knowledge. Now with it at a lower setting, the server works.

you shouldn't have to compromise your high security. check to see if both your local and remote port 80 are open. I don't know PC Cillin at all, but Norton Internet Security is like that. I had my local port open but no outside connections were allowed. As soon as I opened up the remote port- in Norton as well as my router's firewall- everything was fine.
