Outside Line, dial 9 automatically 1

Where do I go to set up a extension to get an outside when picked up? Or in other words, have the extension to automatically dial '9' for an outside line?

This can be done for an analog station. 'cha abb sys' find an unused location, enter 9 there. Note the location. Then 'cha stat XXXX' page 3 enter 'system' for list 3. Then under hotline destination enter 3 and the dial code you wrote down from before.
