Outlook XP: Time out occured... ?

Using Outlook XP:
I am trying to set a bellsouth account. I was able to set it up on any other computer except on one computer I keep on getting an error message.
"A time out error while communicating with the server, Accout: 'mail.bellsouth.net', server 'mail.bellsouth.net', Protocol: POP3, PORT: 110, Secure(SSL):No, Error number: 0x800CCC19 "
Eventhough I am connected to the network and internet.
Please advice,
