If the default repository for Exchange is Pst files and a user synchronizes wouldn't he just be creating a copy of his own pst file on his drive?

If the default mail delivery is to Personal mailboxes, yes.
If the default mail delivery is to Exchange...no...all the mail is on the Exchange server
