Outlook Stuck

My MS Outlook seems to be not responding to any command. When I open the program...a very small window opens up this seems strange. I am not able to reinstall...repair...receive or delete any messages....After a long wait the program is not responding.
How do I delete messages without entering the program.
Any help would be appreciated.
