Outlook Sending Blanking Read Receipts

I have a couple of users using Outlook 2000 and will occasionally send blank read receipts. The subject line and body are blank. I can't figure out what is causing this. I've tried setting it to "Never send a receipt" and "Always ask before sending", but neither one makes a difference.

Any ideas?
