Outlook Pop3 and exchange problem

Hello. We have a network (2003 server) with about 10 users that a couple of months ago did not have exchange. Everyone has one or two pop accounts that were fine going through Outlook. Management decided it was a good idea to get exchange. I explained that since we only use pop accounts, we could only use exchange for calendars, contacts, and stuff like that. They were ok with that. I installed exchange 2003 and showed them how to use the calendars and scheduling and stuff, but after a while they started getting mixed up with the exchange mailbox, and the personal folders. Now what's happening, is that let's say someone has to send an email to several clients, with a cc to someone inside our office or a mixture of both. The pop account tries to deliver the exchange email (internal) thinking it is somewhere on the internet. Of course, we keep getting the mail back with server not found. I tried puting the echange account first on the list of email accounts (outlook processes e-mail for these accounts in the following order) but still either the exchange comes back with an undelivered message(I think is because the email's address is john.doe@foobar.local) or the pop account insists on sending a local message through its servers. I told them that they had to change the account when they were compsing the message, but that does not work when you are sending a mixed address message.
My question is: can the exchage be setup to deliver ALL mail regardless of who the sender is?
They insist that they want to keep the emails in the personal folders, and the exchage email in the exchange mailbox. I am open for any suggestions. Thank you. Click.
 
My first suggestion is that you post this in an appropriate forum - this is the Exchange 5.5 forum, not the Exchange 2003 forum.

Yes, it is entirely possible to get Exchange to deliver all email - but it does it far more easily if you get rid of the POP3 accounts and provide an SMTP feed for your email - have a word with your ISP.
