Outlook-inviting other attendees not on the server to a meeting

We just upgraded to Outlook 2003. In the past we could create a meeting in Outlook, invite attendees that are not on our server and email the invitation.

The person invited received the message and could accept, have the meeting go to his calender, and also send a response acceptance.

Now in 2003 the invited attendee gets a long message that he can not accept and have it automatically entered in his Outlook.

Is there some setting stopping the past neat feature ?
