When I launch Outlook for the second (and successive) times after restart, my mail does not get filtered according to my rules immediately upon launch, but then the filtering starts to work after that (ie, next time the mail is downloaded after that launch, and successive times after that launch, until I close it again). It also works upon the first launch after restart. I have tried re-installing Outlook and deleting the registry entries to no avail. Does anyone have suggestions? Thanks!

I'm sorry. Your question seems to contradict itself? It seems to have a couple of the same statements worded differently, is that correct? (I could easily be a lame-o!)
Is this a correct statement or is there more to it?

not quite -- sorry I will try to make it clearer:
The filtering rules DO work when:
1) Outlook checks for mail subsequent to the first mail check that happens automatically when Outlook opens.
2) I open Outlook for the first time after starting up my computer. (In this case, when the program launches and automatically checks for mail, the filtering DOES work.)
The filtering rules do NOT work when I close Outlook and reopen it (versus when I open it for the first time after turning on the computer), and Outlook automatically checks for mail upon reopening. The rules then begin to work again after the first automatic check.
Another thing I noticed is that I am occasionally getting Java errors in Explorer. This seems to have started concurrently with my Outlook problem but I have no idea whether it is related.

I am assuming it does not, but your statement says "work again AFTER the first..."
Anyway, for IE, just run repair on it from the control panel.
How big is your PST file?
How many rules do you have?
I don't recall the number, but there is a "magic number of rules" where Outlook just doesn't want to run them anymore... Anne Troy

The filtering works. Then I close Outlook, and later on in the day I load it again. When I load it again, Outlook automatically checks for mail immediately upon loading. The filtering does not work. Then periodically Outlook checks for mail while it is open. The filtering works. Then I close Outlook again. I reload Outlook later. Outlook automatically checks for mail immediately upon loading, and the filtering does not work. Then periodically Outlook checks for mail while it is open, and again the filtering works.

My PST file is 350 megs, but I tried it with a new PST file (no messages) and had the same problem. I have about 25-30 rules. They used to work fine all the time, and I didn't add any more. I appreciate your help.

Yes! I finally understand. Sorry. It is Saturday after all. Well, actually a wee bit into Sunday morning for me. 
Have you run detect and repair from the help menu of Outlook?
Have you cleaned the temp files out of your computer lately?
Neither of these will hurt, and who knows? Temp files can cause a lotta crapola. I just wish I had something more specific to give you. But I do think that both of those are well worth the try. Anne Troy
